The cat (catalog) file contained a signature from “Realtek Semiconductor Corp.” but that signature used SHA-1, a hashing algorithm that Microsoft deemed “insecure” starting with Windows 11 22H2. Windows 11 now required SHA-256 for kernel-mode drivers.
Unplug and re-plug the dongle. Avoid using cheap, unpowered USB hubs.
